Go to the local DMV with your passport, I94, I20, address proof (utility bills or bank statement within the past 90 days) and your SSN. They will direct you to the officer. You will undergo an eye test (w or w/o specs or lens- as per your vision) then and there. The application and documents will be filled by them referring to the documents at hand. Once you pass the eye test, a minimum fees ($20 in IL) will have to be paid to give the written test. It consists of 35 questions, out of which 28 should be answered correct. Once passed, a permit will be given that can be used to learn driving and later to give the road test. Please note that though the learners’ permit is usually valid for a year, in the case of F1 students, it will be valid for a year or till the end date on your current 120, whichever comes earlier. So, if you are applying towards the end of your coursework, it is most likely that it will be valid only till the end date on your i20.Good luck.
